-To maintain any system, their has to be a inputs and outputs that add value (either medical, monetary, social, political, etc). In the case of cancer care programs, saving patients lives increases productivity which indirectly adds value to the system, for example. Depending on the location, public-private partnerships, humanitarian economic development schemes, insurance schemes, cross-subsidization, or tiered non-essential services can generate sufficient revenue to cover all patients. For small projects working towards these goals, cash funding from foundations, industry, or other granting sources is justified when the above are part of the projects horizon goals.
